John O. Asogwa (PhD)

Abstract

This paper attempts a critical explication of the dynamics of purported unity in diversity amongst multinational states in the third world with federal system of government along the lines of horizontal and vertical power relations in administration and governance. It is based on secondary sources of data that made way for proper espouse of the views of varied scholars on the key issues under study. A population of 771,317 made up the population of this, using a statistical tool called Taro Yamani, sample size was determined which is 400. Simple random sampling technique was used to determine our sample population. Questionnaire was the instrument used for the research and 329 copies of questionnaire were returned. The researcher formulated specific research questions and hypotheses to guide the study. Data collected were analyzed using simple percentages and frequencies for the research questions and chi-square for the hypotheses. The analysis observed that there obtains conflict between and among the organs and levels of government in the making and implementation of public policies. The study advocates for smooth intergovernmental relations so that there would neither be usurpations of constitutional positions nor compromises that can eclipse the reason for governance.
